As of April, unemployment was 16.5% in East St. Louis compared to 10.7% in the rest of Obama's home state of Illinois. St. Clair county voted over 60% for Obama:

Cut employees or raise taxes.
You can have the safest ghost town(people and jobs would leave)
or you can have people able to pay their taxes while having to deal with criminals.
This isn't some beuracrat making people feel the effects of not passing a levy. They are cutting in several areas, not just police.
