Laws of marriage?

When the bible talks about a father-in-law (Gen 38:13 and many others) or daughter-in-law (Gen 11:31 and many others), etc...which law is it referring to?

Was there a civil law about marriage before God's law?

I suspect the term "Father/mother in law" is merely the translated version of what would initially have been called father-of-your-husband or mother-of-your-husband in biblical times.
Someone who studied the original Greek/Hebrew please correct us if I'm wrong.

Neat--it appears Hebrew has a different word for the husband's father and the wife's father.
