It is. I see it as making a mistake, but this kind of mistake can't be overlooked. One is trained not to make this mistake. Procedures and placement of tools are part of not making this mistake. Someone died because it.

If they can get at a good angle to shoot the tires... it doesn't really stop the car, it just makes it more dangerous to drive, which is probably something you wouldn't want to do with children in the car.

Or with people on the street. It's the same reason police don't shoot for extremities, but centre mass.

This tire target and some others have not been moving or moving very slowly.
Is there some rule against not shooting a perp. if there's another way.

It's definitely easier to shoot a coyote at 200 yds when it's walking compared to when it's running so I get your point. Same with elk at 400, 500, and over yds.

It's not just a matter of the difficulty of such shots. A bullet can ricochet off the asphalt and hit an innocent bystander. That's hard justify with reasons that amount to "losing an opportunity to arrest a subject".

In a life and death scenario...these rules and policies disappear to a degree based upon circumstances.

Because its a difficult shot unlikely to be effective and poses a high risk to others in the area.
