Also, I think your reference to Romans 13:10 is a bit out of context.
Why do you think so?
In my opinion, the context of Romans 13 is found in Romans 12, which states:
"Do not repay anyone evil for evil....
If your enemy is hungry, feed him;
if he is thirsty, give him something to drink...
Do not be overcome by evil, but overcome evil with good."
So you've got Paul preaching about doing good to your enemies, and then he
says that "Love does no harm", and somehow, this is out of context?
