Do you know what the office of COS is comprised of?
He does not make decisions. Have you people seen to many episodes of "West Wing"?
Come on!
His job is like any other corporate job in PR. He can't set policy, that is for the cabinet. He can't figjht the Prez and force his will. Why is he the bandit in this farce?
Expalin it to me.
In reality..for those who know what that is..the NSA has more power...the COS is sublimited..doesn't have any decision making power....then Rice's office...and so on....Roves office political....not substantive....not powerfiul....learn your ABC,s.
