John 3:8
8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.
KJV
Just as one cannot discern where a wind comes from or where it is going, neither can one rightfully discern a person that is born again.
Only God knows the heart of a person.

The wind (God's Spirit) is moving mysteriously as he desires, and those he has called, will realise their is a Spiritual activity taking place, they recognise 'a voice or his voice' but no one can tell when this will take place, and who it will 'hit next' as it is divinely inspired....THIS IS HOW THOSE BORN AGAIN..become so.(that is the process).

One who has the indwelling of the Holy Spirit and who is being led by God, no longer knows where or what he or she will be or doing.
One goes where the Holy Spirit has him or her go.

those who are led of the spirit was about sin victory in Rom 8, yet we can be led by the Spirit to go somehwhere, so internals, and externals, are fitting. But really John 3 there seems to be more of an internal thing.

I think one of the keys to understanding this whole passage is the knowledge that the phrase Jesus uses "born again" actually has two meanings.
It can mean both "Born again" and also "Born from above". When Jesus first spoke the phrase, Nicodemus assumed he meant "born again" and interpreted this in a physical sense.
Jesus offers this explanation to emphasize to Nicodemus that he actually means "born from above" Born of God, or as he says in the preceding verse, born of the Spirit.
The wind, of course is another play on words, because the same word is used for both spirit and wind. The point being, the wind can't be seen, we know not from where it comes, but we feel and hear it. Likewise, spiritual birth from above. It is a birth, a life, that we can't see, or quantify, but we see and feel its effects. It in itself is not physical, but it does impact the physical, it leaves it's mark on the physical.

We assume that the word “wind” illustrates the work of the Spirit of God and we know that the wind blows where it will, and so does the Spirit of God. We don’t know the origin or destination of the wind, but we know it’s there, which is the same for the Spirit of God. From this we can see that this is the way in which we are born again, and it cannot be traced, but it can be detected if someone has been born of the Spirit of God, just as the sound of the wind can be detected, but its ways are hidden from the our eyes.
