I do believe that the US military has been working on an "active" camoflage for some time now, I remeber seeing it on Discovery or TLC (that was before I got married, not allowed to watch that stuff anymore ).

Note that it's the camera rather than the coat that is causing the invisibility, at least from the way I understand the article.
