Say that you are in a social setting and you are meeting new people and shaking their hands, but you come across one person who politely refuses to shake your hand, he is friendly but does not shake your hand, is that

A. Rude
B. It depends on how he refuses
C. It depends on motive

In my situation, I refused to shake someone's hand because it was very dirty. But I was very friendly.

You can go and wash your hands, right after you shake a dirty hand.

Were you rude not to shake the person's hand? Maybe you were not really rude, but possibly you were being too fussy.

If someone dropped something in the dirt, you might pick up that dirty thing, to help the person; so why worry about some dirt on a hand?

But I have helped in a church free dinner thing, and there is at least one person who I am not sure is a sanitary person. So, if I shake his hand, right away I go and wash and maybe put on antiseptic hand cleanser. And I may do this for anyone else, too . . . after shaking hands with anyone . . . since I am in a sanitary function, handling food and drink items and washing dishes.
