I think what you are asking is whether or not is is wrong to flirt, because doing so equals "spiritual" fornication that occurs when the physical act has not yet happened.
And to this I say no - it is not any type of fornication to flirt with someone, provided that person is unmarried and unattached.
Flirting is a way that can let another person know that you are interested in becoming more than just friends, which inevitably has to happen if you are going to marry without an arranged marriage.
Lust is its own thing, and we don't need to dress it up or re-define it as "spiritual fornication." Also keep in mind that feeling desire for another person is not the same thing as lust.
