Is there a difference between Reformed and Presbyterian or are they the same?

strictly speaking presbyterian refers only to a particular kind of church government. reformed is a broader designation, for instance, the hungarian reformed church is episcopal, having bishops over presbyters, and levels without a plurality of elders.

historically presbyterianism labels a particular reformed church from the british isles (with strands from ireland, scottish-irish, scots, welsh and english) as it develops in the U.S., most of these churches have presbyterian in their denominations name.

but, for instance, the CRC is presbyterian in church government.

so you have churches with a presbyterian government but don't call themselves presbyterian=CRC, RCA. you have reformed churches that are not presbyterian but believe much the same thing but not the system of govt=hungarian reformed or classic new england congregationalist.

so it is like the earlier thread---is reformed and calvinist the same?
it depends.
