Anointed Impartations are associated with the Gifts of the Holy Spirit. As far as the so-called "levels" ... well, that's up to the Father/Son/Holy Spirit - Three In ONE.

1 Corinthians 12:7-11
AMP
7 But to each one is given the manifestation of the [Holy] Spirit [the evidence, the spiritual illumination of the Spirit] for good and profit.
8 To one is given in and through the [Holy] Spirit [the power to speak] a message of wisdom, and to another [the power to express] a word of knowledge and understanding according to the same [Holy] Spirit;
9 To another wonder-working] faith by the same [Holy] Spirit, to another the extraordinary powers of healing by the one Spirit;
10 To another the working of miracles, to another prophetic insight (the gift of interpreting the divine will and purpose); to another the ability to discern and distinguish between [the utterances of true] spirits [and false ones], to another various kinds of [unknown] tongues, to another the ability to interpret [such] tongues.
11 All these [gifts, achievements, abilities] are inspired and brought to pass by one and the same [Holy] Spirit, Who apportions to each person individually [exactly] as He chooses.

That Jesus 'could not' do something must make those who misapply the Sovereignty of God doctrine go berserk.

Mark 6:40, Jesus puts out all the scorners from Jairus' daughter's bedside before commanding "Talithacumi" and bringing her back from the dead.

Judges 7:3 Yahweh sends the fearful home to allow Gideon and those of faith to supernaturally defeat the enemy...

Greetings, but he also did miracles in cities of no faith, unrepentant cities aren't known for faith. :)

Matt 11:20 Then he began to denounce the cities where most of his mighty works had been done, because they did not repent. 21 “Woe to you, Chorazin! Woe to you, Bethsaida! For if the mighty works done in you had been done in Tyre and Sidon, they would have repented long ago in sackcloth and ashes. 22 But I tell you, it will be more bearable on the day of judgment for Tyre and Sidon than for you. 23 And you, Capernaum, will you be exalted to heaven? You will be brought down to Hades. For if the mighty works done in you had been done in Sodom, it would have remained until this day. 24 But I tell you that it will be more tolerable on the day of judgment for the land of Sodom than for you.”




Also that story gets used to blame Christians (not saying you do this)for not getting healed, but that is a misapplication of the text, to compare sin cities with Chtristians who do have faith.

The "anointing" is not always pertinent to the other persons faith, the guy in Acts 3 was headled, he showed no faith, nothing indicates the was even a believer, but Peter just healed him, so the "anointing" functioned without the recipient of the healing, heaving faith.

Not in my Bible. So I guess the answer, for me, is NO. IMO, all believers are anointed but none have a special/extra anointing. We often confuse personal charisma, showiness, flashiness with anointing. If an evangelist “heals” 100 people in an auditorium of 10,000 he is hailed as a miracle-worker but, proportionally, that’s like 1 person healed in a church of 100. And that happens all the time. What a church of 100 does not have is stage lights, celebrity singers, cameras, smoke and mirrors, glitz and glamor, and all the accoutrements of showbiz. John Wimber’s mission was to show every believer that we are empowered by the Holy Spirit and can do the works of Christ, all of us—“everyone gets to play in the kingdom,” he used to say. But it seems that most of us are content to let the guy on stage do what Christ has anointed us to do. IMO. :)
