I have to say no. I have looked at a lot of "T" rated games and they are not bad for the age group they refer to. When you get to "M" then it depends.

I like he way you indicated that some M are bad and yet not all are.

Most of the games I buy now are rated T. I find nothing "wrong" with most of them except for violence and/or some mild profanity. Not really a big deal, IMO. So, T=/=wrong. Also, for the record, I didn't play my first T game until I was about 12 (and at the time I didn't know it was T 'cause it didn't seem bad. The little dudes from Starcraft just exploded in a pile of blood. I didn't think it was a big deal.). I played my first M when I was 15ish. It was Perfect Dark and I really didn't see anything in it get the "M" rating, but anywho, I digress.

And while we're on the subject of M games, they of course are a different story, and would vary from game to game.

It depends on the game. I say the same on topic of E- & M-rated games. It just depends on the game. Personally, I find some of the Tony Hawk games much more offensive than Halo, which is M-rated. But what's offensive to me may not be offensive to the ESRB, so I'd say it's all a matter of preference. I will say that this whole "Proving Video Games Aren't Just For Kids" movement is getting very out-of-hand, very fast (i.e. games like BMX XXX, Leisure Suit Larry: Magna Cum Laude, and The Guy Game); some of these make Grand Theft Auto look like a tea party. I'm all for games being accepted as mainstream media, but I'm more in favor of games retaining their class. Sex may sell games, but it also alienates their fanbase, where all the real money comes from. Just my humble thoughts.

I will go out on a limb here and say that AO-rated games are definately bad and EC-rated games definately aren't.
