Is it true, that particles on their smallest level, that we can detect, seem to pop in and out of existence...?

That they disappear and reappear...?

If so, where do they go when they do...? And/or where do they come back from...?

They do, but only after they have been created in the first place.
They are not new creations but they have properties that allow
them to be "virtual" particles part of the time.
