Good question.
I think it's something you would want to study on a less personal scale, then narrow it down to how you should handle it.
I have known of people who have said, "if I give you the money, I also want to see what I paid for." (Building inspections, visas, whatever.) Insist on watching the process they claim to be doing... hold people more accountable.
In the long run, it's not easy or fair to live in a community where this goes on. Some people are not allowed out of a country until they pay off several tiers of people... businesses get torched if they haven't paid off the officials... people get into office who shouldn't.
The bribery system feeds itself, an underground algae that seeps into all the cracks. It becomes a very strong network.
So I don't think the question is so much what will you do today, but what will the impact be each time you give in, over time and across all the many others who give in.
We all struggle with wanting to be accepted, but also wanting our families to live safely and securely. You can help build a future by encouraging good ethics around you.

Its never ok, but its widespread, perhaps even more so here in the US than Russia, as its hidden away from the populace. When it shows in public, folks go crazy for a bit, and then it settles back down again and returns.
I remember talking with a guy years ago, and he was talking about how ethical his company was... it wasn't, it was massively corrupt perhaps more so than most. The thing is, will he try to do anything about it, and if he does, how many thousands of innocent people loose their jobs... and then how many of the customers of his employer would be out in the cold.
Corruption starts with the small thing... the free pen to the doc, and then the doc ignoring negative research on drug studies, and people dieing. Or the politicians hamstringing the FAA and EPA, as their campaign contributors would negatively affected.... and then we have pilots making their first landing for real, with 50 passengers in the back, or toxic waste dumps being overlooked, as it would be politically unpopular etc.
In some ways, I guess its good follks dont know... on the other hand, ethics starts with the individual.
