He blames my insecurities when I notice him staring. That it's my problem. Usually he denies it. At times he says he doesn't realize he's doing it.

You've told him it's wrong and hurtful, now trust the Holy Spirit to convict him and led him to repentance. It's between him and God now.

Don't walk into the devil's trap by letting him use your husband to condemn and shame you and lie to you by calling you insecure! You are the daughter of a king! Meditate on scriptures about your identity in Christ, and ask the Lord to deliver you from your feelings of low self-worth and low self-esteem as you said in the OP. You are fearfully and wonderfully made.

Like most people caught in a lie they are like "Psh, what are you talking about! Its you, not me!". So odds are he feels guilty inside already and its why he shifts blame to you so he can feel better while meanwhile fighting whatever is going on inside him. God will work on him. Hopefully he will change his ways.
