On a municipal level, your town might be showing near-collapse, when in reality it has approved expenditures on future projects, and the money is set aside for those projects.

Intent to find a surprise or something of value that had been hidden previously and forgotten/misplaced/covered over.
Money is currency, legal tender, an approved exchange for goods and services. The bag defines and holds in the collection...groups it.
It was a contest to find one million dollars that was hidden some place.
That changes the premise, maybe even from the beginning of the dream. First it was just your family, then a broader set of competitors. That is like saying Greece had currency problems -- when really it extended to other European nations and the world.
Other people were looking also. I stood looking at a wall.
Something that contains and blocks -- positive and negative depending on what you need it to do.
My father got up on the wall,
Not people's usual reaction to a wall -- he rose above it and did not accept its confining characteristics.
lifted the top off it and pulled out a bag with the million dollars in it. The bag looked like one of those bags you saw in banks in the old days with the $ sign on it.

Referencing older times, something that was established almost a century ago. The way of accounting, the shuffling of funds could have been set up during those times, to stabilize and secure the million.
Look at how stock market concept started centuries ago but went big in the early 1900's. Before that, bags of money were real and tangible, indisputable. Now money flies through digital spreadsheets and we're never completely sure it will stay where we buried it.
Under the bed, in the shoebox, sock it away... not much of that goes on any more.

Wait... you won the contest for the million, but your father found the million for you. Notice the discrepancy between finding the actual legal tender, and being acclaimed for finding the funds.
Is the reward the same money as the bag that was found? That is the question.
