Just because he endorsed her does not mean she will be it though. I mean often when people drop out of a race like that they endorse someone that person may or may not be the one on the ticket. Unless Biden requested ( which I am not sure he could do) that she receive his votes. (which again I am not sure if that would be legal or at least binding.

People are sounded out before the nominations are voiced.
This was “the norm” for both parties since the early nineteenth century, until the 1960s when they went with a voter-based primary system.

My source didn't say she would. He said they'd vote at the convention. I've said since the debate that I thought it would be Michelle. The convention is in Chicago and he mentioned her too. There was no reason to drag this out if Kamala was the pick. The person they select skipped the primaries and had no one to face save the party.

All the delegates have been selected for the Democratic National Convention and they will attend. Prior to Biden stepping down as a candidate, they were required to vote for Biden in the first round of voting (which would have given Biden the nomination). Now, they are "free agents" -- since Biden is not a candidate anymore, they are free to vote for whatever candidate they like.

So, there will be nominations for President at the convention and the delegates will vote for their choice of candidates nominated. This will then continue until a single candidate gets a majority of the vote. This may happen smoothly, where a majority agree quickly to vote for a single candidate, or it may be something that lasts for several rounds of voting. If there are several rounds, there likely will be back room deals where lesser candidates are convinced to drop out, telling their supporters to vote for another candidate, in exchange for the candidate dropping out to be guaranteed an office in the new administration, such as becoming the VP candidate.

From what I have seen so far, Biden has not released his delegates yet, so as of now they would still have to vote for him on the first ballot. Though expect him to release them in the near future once things settle out a little bit.
