I am 23, parents want me to find my own place now. I am in Illinois, my income is $49,307 a year, after tax here is $39,000.

I hear a general rule is, rent should be 30% of one's gross income. which comes out to $1,232.68 a month for me. I found an apartment just 5 minutes, 1.6 miles away from my workplace. Near 10 minutes away from grocery stores, convenience stores, and restaurants. One of the best Neiborhood's.

The downside is, no garage. And I do own a motorcycle.

So, I found a place within my budget, very close to work, quiet good Neiborhood, and seemingly convenient.

How do I know I found the best place for me? Is there a good guide I can go off of?

No particular guide that I know of, but be sure that the intangibles--mainly meaning the neighbors--are not going to be a problem. I have heard that one way to check on this is go over to the building at different times of day including after dark. Notice what is going on in the area, what you hear, the traffic, voices, music, what the comings and goings of the other residents is like, etc.

If it were me, I'd ask my parents to look at the place, too, to see it from the perspective of seasoned homeowners. They might notice something questionable that you missed.

you won't be driving your motorcycle in the winter. can you store it at your parents' house then or somewhere else?

Sounds like a reasonably good place. Go ahead and get your feet wet. Storing a motorcycle shouldn't be a deal breaker. When I was your age few guys could afford to live alone. Girls as well. Every girl I dated then had one or two roommates.
