When the Holy Spirit bears witness with your spirit, it is not through your physical senses or “feelings.” It is seldom an audible voice, although it can sometimes seem to be. I can only explain it as “a knowing;” His Spirit, dwelling within you, speaks to your spirit.
John 14:16-17, 26-27
16And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; 17Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you.
26But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you. 27Peace I leave with you, my peace I give unto you: not as the world giveth, give I unto you. Let not your heart be troubled, neither let it be afraid.
John 10:27-30
27 My sheep hear My voice, and I know them, and they follow Me. 28 And I give them eternal life, and they shall never perish; neither shall anyone snatch them out of My hand. 29 My Father, who has given them to Me, is greater than all; and no one is able to snatch them out of My Father’s hand. 30 I and My Father are one.”
Romans 8:14-16
14 For as many as are led by the Spirit of God, these are the sons of God. 15 For you did not receive the spirit of bondage again to fear, but you received the Spirit of adoption by whom we cry out, “Abba, Father.” 16 The Spirit Himself bears witness with our spirit that we are children of God, (NKJV)
Ask the Holy Spirit to teach you concerning these things.
Try this: Close your eyes and quiet your mind. Then, speak these words from your heart; quietly, but out loud: “I love you Jesus.” Repeat these words over and over. See what happens. (I do this regularly, especially if I am tempted to be troubled over something.)
Try this: Start asking the Holy Spirit to guide you in small things. For instance, ask Him to show you where to park in a parking lot. Start including Him in your decision making process. “Practice makes perfect.” He is all knowing and interested in the smallest aspects of your life; He is always looking for ways to bless you.
