God is atemporal, therefore time is irrelevant for the Divine. That's what St. Peter means when he writes that for God a day is as a thousand years and a thousand years is a day--time is irrelevant for God.
Prior to the creation of the cosmos--space-time--there was no time, and as such couldn't be measured.
Time, like space, is relative. It is effected by the laws of physics, as defined under Einsteinian physics (Relativity).
We measure time based on observable phenomenon. But that's just for our convenience.
When we say the universe is nearly 14 billion years old, we are using the Gregorian earth-based solar year that we use on a regular basis. If we were living on Mars, that number would change because the definition of "year" would be Martian not Terran.

No one of flesh and blood knows how old the universe is. They do not even have the capacity to comprehend it in their mind.
