Hmm ok I was able to rep about 3 people by just clicking the link in the popdown list below their names. But now when I try to do other people it pops up a box that looks like the cf homepage. I can't even resize the window to see what the heck it is. And we can't give reps in any other way, right?

That probably means you've used up all your reps for the day, or are trying to rep the same post a second time. When that happens to me, I open a Notepad or Word window, do a control-a (select all) and then a control-c (copy) in the rep window, and then control-v (paste) in the Notepad/Word window, so I can at least see what the message is.

When that window pops up you can scroll in the window
it will either say 1 of 3 things

1. you are 'out of reps'
2 or it will say something like 'you need to spread some reputation around before repping that person again'. Just give some reps to someone else and then go back to that person.
3 or it will say 'you cannot rep the same post twice' - meaning you repp'd that post already.
