Actually a person can be saved without confessing. Many can't speak but they can believe and repent.

Believer-- Do you believe in the Father, Son, and Holy Spirit?

You're trying to make rules to how someone can be saved. If someone believes in Jesus and repents I have no doubt he is saved.
