How can I get her to stop whining?

My 2 1/2 year old is going through this phase where she whines all the time! It can be really frustrating at times! For my other child I would say "Sorry hun, I cant hear you when youre whining!" and she wuold repeat it again in her normal voice. But this technique doesnt seem to be working on this more stubborn child ;P Any ideas?

At 2 1/2 she may not understand what whining is.....when she whines I would repeat what she said to you in your best exaggerated whiny voice and say when you whine to me I can't understand you but when you speak to me normally like I am speaking to you now I can understand you and answer you.

I don't know what to do in this.

When my 2 year old is whining, there's usually a reason behind it. Tiredness, hunger etc. Try to find out the reason behind it then deal with it that way.

Of course there are days when they just whine and that's all they are doing. In those cases I just ignore it. hard to do I know.
