I was tallking to my cousin earlier when she mentioned something about a( declaration de mere) and I'm just wondering what that is and what it's for. I would ask her to explain it more but she only speaks French and I dont. If anyone knows what it is please let me know.

well out of the context it seems a bit hard to explain, as i don't know what she spoke about
But i can translate it, if it's well-spelled
Declaration means declaration (that's not to difficult)
mère=mother
maire = mayor
so it must be something by her mayor or mother... but there's another solution... because that way it doesn't sound french.
It might be that you've forgotten a `d` in the word "mere" but as it is a vulgarity i won't translate it literaly
and it would mean "stupid worthless declaration".

no i took 2 little girls in haiti and I want to bring them here and she told me that I need a declaration de mere to do that and i just don't know what exactly that is.

It makes sense: You need an official declaration from the mother of the two little girls in order to take them any where.
