Hebrews 12

I've been in Hebrews for a few weeks and I have a question about chapter 12. God disciplines or chastens us; if He doesn't, we are not really one of His. Is this considered punishment for sin?

What is meant by punishment? the believer endures chastening and purging, and emerges all the stronger (Malachi 3; John 15).
