For what it's worth, I have halved my tobacco consumption. In a short while, I will cut it to 25%, then to nothing.
Here is what I am doing:
I mix my tobacco with other herbs, then use a self roller and cig filter/tubes to make cigs. Specifically, right now, I am mixing it with Mugwort. There is nothing magical about mugwort and mixing or quitting, it just tastes ok and it's cheap. Sure, still get the carbon monoxide and tar, but I'm spending less and am slowly weaning myself off nicotine and all the other chemicals in commercial cigs.
The first day I did a 50/50 mix of Mugwort and Tobacco. That first day I felt a little irritated, but really no big deal. After that day I was fine smoking the 50/50 mixture with no irritation. The little bit of irritation would probably have even been less had I used a 25/75 mix of Mugwort to Tobacco to start with.
I thought this might help Tobacco smokers, as it's helped me so far to halve my tobacco use, cheaply.
Edit: I thought I might add a simple benefit to this method. Many people social smoke. I have friends who have quit tobacco but want to smoke when I'm around. Mixing your tobacco with non addictive herbs, and finally just using the non addictive herbs without the tobacco is a way to social smoke without getting addicted all over again. One just needs to keep a fair supply of your alternative herb around.
