And, I think you are wrong. No "infallable" statement is made up from nothing. All have been believed by the majority of the faithful well before they were declaiered.

I don't believe that you are correct about it being believed by the majority and I know for a fact that it is not a prerequisite for an infallible statement.

I'll tell you something else worth looking at - the 4th council. Rome will suggest that the Holy Spirit,speaks through the Pope there. The EO, of course would say that the Holy Spirit is who is speaking because the Bishops were in council, more or less, not because the Pope was there.
