Unpossible! One cannot learn about historical figures if they haven’t seen statues of them in person.

The rehabilitation of Welcome Park was initially conceived as an in-kind replacement of landscape and hardscape features with only minimal changes to the design. However, following outreach from representatives of the Haudenosaunee and consultation with the Delaware Nation, Delaware Tribe of Indians, the Shawnee Tribe, and the Eastern Shawnee Tribe of Oklahoma, the National Park Service has revised the design for Welcome Park to include expanded interpretation of the Native American history of Philadelphia. The proposed reimagined Welcome Park design, developed in collaboration with the indigenous nations, maintains aspects of the original design (including the street grid, the rivers and the east wall) while adding a new planted buffer on three sides, and a ceremonial gathering space with circular benches. The Penn statue and Slate Roof house model will be removed from the park, and not reinstalled. Under separate contract, new exhibit panels will be installed on the south site wall to replace the Penn timeline.


IOW, it's a design decision to accommodate requests of the native american tribes.

As already mentioned, William Penn's statute sits on top of City Hall and "there is another Penn statue at Penn Treaty Park off N. Delaware Avenue at the corner of E. Columbia Ave. and Beach Street. Legend says Penn and a local Lenape clan made a peace agreement under an elm tree."

I see also, in the NPS page that @wing2000 linked to (and which I hadn't read thoroughly before now) that the park was in need of renovation anyway:

Over the past 41 years, the condition of Welcome Park has deteriorated to the point where a major rehabilitation is needed. Pavement has deteriorated due to age, misuse, and inadequate initial construction. The original flowering trees failed in intense summer heat due the lack of an irrigation system. While replacement trees have done well, the absence of established vegetation gives an appearance of abandonment and hampers the public's ability to enjoy the site. Many of the original benches have been damaged or deteriorated and were subsequently removed. Insufficient lighting and a lack of cameras pose a security and safety risk to visitors and property.

So the renovation wasn't motivated by dislike of Penn or of Europeans. It was motivated by the condition of the park. Along the way, there were conversations with local tribes that served as a reminder that non-European people also lived here along the Delaware River.

I've never even heard of this park or this statute, and I imagine most outside of Philadelphia can say the same. Also, this is at this point only a proposed change and there is a comment period to respond against it. But honestly, since one of the things Penn is known for is his deep relationship with the local tribes, having a larger native representation makes sense to me.

Most of the top comments I saw on reddit were along the lines of, "good, that park is a dump" and "That's a park? I thought it was a big alley."
