Proverbs 16:9 says “The heart of man plans his way, but the Lord establishes his steps.” The “steps” in this context could be looked upon as God’s infrastructure for any God-fearing person to operate in. Prior to Jesus, God’s infrastructure consisted of God’s Law which placed heavy emphasis on a person’s works. That is, a God-fearing person would make their plans, establish relationships, and show their faith and trust in God within the confines of God’s Law. Jesus came to fulfill God’s Law and establish one’s faith in Him within His infrastructure of loving Him and loving your neighbors.
God’s infrastructure includes the physical things that enable people to exercise their faith without being inhibited by sickness, lack of food, clothing, shelter, law and order, fruit-bearing pursuits and the understanding which gives rise to attaining what they may lack.
How does God accomplish this for a nation? Romans 13:1 says “Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.” That is, the only legitimate government is one that presides as an extension of God. By providing for infrastructure, a government under God accomplishes in accordance with what God wants.
What does God want but for people to love Him and love eachother? It’s hard to do these things when a person thinks of their health, hunger, finding clothes to wear, where to find shelter, or when a person is threatened by the lawless or is not gainfully employed and is not educated enough to understand the world they live in to attain these things. The responsibility lies with the person as to what they plan to do within God’s infrastructure, but it is up to a government under God to provide the steps on earth that God would provide.
