little hard to do where I live -- but I did catch a woman walking her dog nearby -- I talked to her for a moment trying to be neighborly & all.

if that's when a dog licks your fingers trying to get your attention I don't like it so it's stopped asap -- can you imagine if it tried smearing doggie slobber on me anywhere? I am allergic to pet dander and pet slobber.

Try hitting the "refresh" button when that happens and see if it helps. The computer may just be pulling the page from the Cache file and not reloading from the web. Hitting "refresh" or F5 will cause it to load from the web.
