Presumption of innocence is a *legal principle* that is it applies to *legal proceedings* like trials. It doesn't apply outside of the court system.
It is all about the burden of proof. To convict someone the government must *prove* they are guilty to get a conviction, and it is not up to defendant to *prove* they are innocent to avoid conviction.
