Here's your problem. Guillotines would require constant upkeep and maintenance to insure the blade remains sharp and not too caked in blood and gore that it still cleanly slices.
See, here's the difference between conspiracy theorists and rational people. Conspiracy theorists do not think things through, and when challenged, will invent justifications and grasp at straws to continue to believe in the nonsense they are convinced of. Thats the electrical substation. Check it for yourself. The cameras and razor wire is perfectly standard for QR substations in urban areas.
