I'm not really sure how your post concerns the charge to tend the lambs?

Lambs are those who begin to realise that humans were not created to live the futile life of the world. They need proof to leave that life and live the life of following God. When God heard His people crying out for help, He sent Moses, someone who had left selfish living to follow God. Moses obeyed , but he realised that there was no reason for Israel to listen to him , to leave Egypt and follow God. He said as much to God. God gave him the kingdom, AKA eternal type of life, the life believers will live in olam haba, the renewed world, the life known as chayei olam , AKA the life of God being with man , the life that pursuaded people that God was with the shepherd, because no one could do the things the shepherd was doing unless God was with him, as Israel and Nicodemus confessed to Moses and Jesus respectively.

God gives the kingdom to his called , opportunities to overcome physical and spiritual obstacles, what was called the finger of God, to help convince those they talk to:

Mark 10:28Peter began to speak to him, “Look, we have left everything to follow you!”29Jesus said, “I tell you the truth, there is no one who has left home or brothers or sisters or mother or father or children or fields for my sake and for the sake of the gospel 30who will not receive in this age a hundred times as much – homes, brothers, sisters, mothers, children, fields, all with persecutions – and in the age to come, eternal life. 31But many who are first will be last, and the last first.”

Why did Jesus say "Feed My Sheep" three times to Peter?

John 21:15-17
So when they had dined, Jesus saith to Simon Peter, Simon, son of Jonas, lovest thou me more than these? He saith unto him, Yea, Lord; thou knowest that I love thee. He saith unto him, Feed my lambs. He saith to him again the second time, Simon, son of Jonas, lovest thou me? He saith unto him, Yea, Lord; thou knowest that I love thee. He saith unto him, Feed my sheep. He saith unto him the third time, Simon, son of Jonas, lovest thou me? Peter was grieved because he said unto him the third time, Lovest thou me? And he said unto him, Lord, thou knowest all things; thou knowest that I love thee. Jesus saith unto him, Feed my sheep.

Jesus actually said three different things to Peter. Feed My lambs, shepherd My sheep, and feed my sheep. We see these differences from the Greek text. When Jesus said "feed my sheep" the third time, the Greek word there is "shepherd". Basically it comes down to shepherding and feeding Jesus lambs and sheep. Feeding is teaching and shepherding is similar to being a pastor. Lambs of course are the young and sheep represent the adults.

I think that your interpretation is way off.
