It is a sin to disobey a commandment. Someone might answer that fearing evil is making a choice to not trust God. Do you think God is angry when someone fears evil? Revelation 21:8 tells us that the "fearful" are one of the groups of people who shall have their part in the lake which burns with fire and brimstone. Are they fearful because of guilt or are they guilty of fearing evil? Also read Matthew 10:28, Psalm 112, and 1 Peter 3:6 concerning fear.

Fearing evil is a form of doubt. It is doubting that God is more powerful than evil.

I don't think it means we should abdicate using our brains and go into a situation where we know we could possibly be hurt, like say go into a place where we know criminal activity is taking place and say "I don't fear evil, I fear God". That would be foolish.

But fearing evil would be constantly living in fear of people breaking into your home. That would be doubting that God can take care of us.

I think not fearing is not running out in traffic or something ridiculous, it is knowing that whatever happens- for good or bad, has to come through God's hands to get to us.

"There is no fear in love; but perfect love casts out fear, because fear has to do with punishment. He who fears is not made perfect in love." 1 John 4:18.

Fear is an unhealthy response that can get us focusing on the negative, instead of on what God is doing. It can encourage us to become narrow-minded in that in our panic we aren't brainstorming better game plans. It gets in the way of love, because people can't be freely vulnerable around those that they are afraid of. Vulnerability comes with safety.

Gills' commentrary on that Rev. verse: "Not the timorous sheep and lambs of Christ, the dear children of God, who are sometimes of a fearful heart, on account of sin, temptation, and unbelief; but such who are of cowardly spirits, and are not valiant for the truth, but who, through fear of men, either make no profession of Christ and his Gospel, or having made it, drop it, lest they should be exposed to tribulation and persecution; these are they that are afraid of the beast, and live in servile bondage to him."

It follows "he that overcomes" in vs. 7, and so is its opposite.
