I fast several times per year, and yes, I often feel colder at times during this process.

No, fasting does not inhibit circulation -- unless the body is attempting to clear arteries of unwanted materials (i.e., cholesterol, fatty deposits) or is trying to repair them. In such cases, in may shut them down (or reduce the flow) temporarily.

The reason you feel colder is because your body is not burning food calories. Besides fuel, another role of calories includes producing warmth.
