But neither Titus, who was with me, being a Greek, was compelled to be circumcised: And that because of false brethren unawares brought in, who came in privily to spy out our liberty which we have in Christ Jesus, that they might bring us into bondage:..." Galatians 2:1-4

Perhaps these false brethren were those promoting/declaring that circumcision was necessary for salvation, i.e., the Law of Moses-hence Paul refused to circumcize Titus. And perhaps one of the reasons Paul took Titus with him was that Titus was a Greek, a Gentile, and would thus serve as an "object lesson" to the Jews of the doctrine that, in this dispensation, Gentiles were saved apart from the Law of Moses, which was all the Jews he was addressing knew.
