I didn't think Jeremiah writing this was an issue, though it is worth remembering he is describing a vision, if he describes a desolate land with no people, it does not mean there are no people anywhere, just that he did not see them in his vision, if he saw no light in the heavens, it does not mean the sun did not exist, just that the sky had turned dark. In other words, read it for the picture of desolation that it is rather than a set of absolutes describing the condition everywhere on the whole planet. In fact as we will see, the text iself tells us the desolation is not absolute.

Anyway, your point out "Jeremiah states Earth, Formless, Void." It is true as I said Jeremiah is using the language of Genesis to describe the desolation of Judah after the Babylonians, but look at the word translated 'earth' the same word is used

Jer 4:7 A lion has gone up from his thicket, a destroyer of nations has set out; he has gone out from his place to make your land a waste; your cities will be ruins without inhabitant.
Jeremiah was told his land was going to be laid waste
Jer 4:16 Warn the nations that he is coming; announce to Jerusalem, "Besiegers come from a distant land; they shout against the cities of Judah.
The attackers would come from another land, a distant land, Babylon.

Jer 4:19 My anguish, my anguish! I writhe in pain! Oh the walls of my heart! My heart is beating wildly; I cannot keep silent, for I hear the sound of the trumpet, the alarm of war.
20 Crash follows hard on crash; the whole land is laid waste. Suddenly my tents are laid waste, my curtains in a moment.
21 How long must I see the standard and hear the sound of the trumpet?


Again the whole land is being laid waste, by an army with flags and trumpets

Jer 4:23 I looked on the earth, and behold, it was without form and void; and to the heavens, and they had no light.
24 I looked on the mountains, and behold, they were quaking, and all the hills moved to and fro.
25 I looked, and behold, there was no man, and all the birds of the air had fled

26 I looked, and behold, the fruitful land was a desert, and all its cities were laid in ruins before the LORD, before his fierce anger.
Now we have the passage Gap Theory quotes, again it is the same word used to describe the land of Judah or Babylon in the other verses. Has Jeremiah switched meaning from the land of Judah being devastated to the world being desolate without changing the Hebrew word he used for land?
It says the birds of the air had fled. If this was the whole world where could they fly to?

Jer 4:27 For thus says the LORD, "The whole land shall be a desolation; yet I will not make a full end.
God then take Jeremiahs vision and says it is about the future, the whole land (same word again) will be desolate. But even though Jeremiah saw nothing but desolation in his vision, God gives his reassurance the desolation is not total. Jeremiah saw no man in his vision but God tells him it will not be a full end. This is talking about the future and about the land of Judah, not some civilisation and destruction before Gen 1:2 that is never actually mentioned in the bible. If every reference to the previous creation and destruction is only drawn out for a perceived hint or hidden meaning and never directly described in scripture, it is quite possible that the hints you think you see there aren't really there at all.

Jer 4:28 "For this the earth shall mourn, and the heavens above be dark; for I have spoken; I have purposed; I have not relented, nor will I turn back." Again this is the same word used throughout the chapter and again it is talking about a desolation coming in the future.
