Right. In fact, it was mentioned by Darwin in The Origin of Species. He referred to vestigial organs as "rudimentary", and pointed out that such organs, while having lost their original function, often gain a new one over time.
An organ serving for two purposes, may become rudimentary or utterly aborted for one, even the more important purpose, and remain perfectly efficient for the other.... [A]n organ may become rudimentary for its proper purpose, and be used for a distinct object.

For example, the human appendix is no longer used as a means of fermenting plant material, but is a place where useful intestinal bacteria can survive during intestinal infections.
Penguin wings are vestigial because they are useless for flight, but are well adapted to swimming.
