Why would God deliberately harm us?
Evil as in disaster, as in the death of all the firstborn in Egypt, or the destruction of Pharaoh's army in the Red Sea.

God harms in judgment on sin.

Is 45:
The Lord, the God of Israel, who calls you by your name.
4 For the sake of Jacob My servant,
And Israel My chosen one,
I have also called you by your name;
I have given you a title of honor
Though you have not known Me.

There is no God except Me.

And He brings disaster on evil.

The world is a matter of cause and effect. If we pursue self interest someone else is inevitably bound to get hurt. If we love all as self then we are incapable of pursuing that self interest. God showed us how to get along in a cause and effect creation.

Why would God deliberately harm us?

Ancient Hebrews often did writings and thus with developed concepts in perspective of God's absolute sovereignty. "God created evil" could mean that God didn't stop evil from being present. God allows evil to be present on earth for a reason. That is, to eradicate evil once and for all lawfully by means of the Final Judgment.

"God hardened Pharaoh's heart", "God incited David for taking the census", "God created evil" are all written in the same format from the perspective of God's absolute sovereignty.

when written in normal sense:
Exodus 8:15
But when Pharaoh saw that there was respite, he hardened his heart, and hearkened not unto them; as the LORD had said.

Exodus 8:32
And Pharaoh hardened his heart at this time also, neither would he let the people go.

1 Chronicles 21:1
Satan stood up against Israel, and incited David to count the people of Israel.
