eMachines 2 year upgrade

I have an eMachines PC, model: "etower 433i"

It has a sticker that says "upgrade your pc to the fastest model on the market every 2 years for only $99"

How does this work?
I checked their website, didn't find much.

(but small print included with the purchase paperwork informed me this was only if I purchased emachine internet service which would result in a long distance connection charge while I used my computer

i have an e-machines and i always upgraded it myself, i wish i had that sticker.... lucky
