One of my favorite historical figures if Elizabeth I. I have often used the phrase "do not make windows into men's souls". In movies she is often saying things like, "I will follow my conscience."

I was wondering if there is anything in Anglicanism that emphasizes personal conscience or if that was her personal opinion?

That just means she was willing to tolerate people that disagreed with her, as long as they didn't cause trouble. She had no problem condemning ideas she didn't agree with when they were causing trouble for her English settlement of religion, for instance, extreme Puritanism and double predestination, despite their rising popularity in England. She frequently irritated some of the Anglican elite because she continued to have a crucifix , high ceremony and other vestiges of "Popery" in her private chapel.
