He initially decides to throw it away, until he uses it to kill a robber who is attacking the house. After that, he decides to use it to create a new world order--until the shinigami, Hiruko, shows up and tells him that because he has retained ownership of the Death Note, he is in a war of power with others who received other Death Notes. The winner of this war is able to get one wish, free of charge.
