I used to believe this until the Holy Spirit said other wise...

When the Unbelievers sin, they will be destroyed, even though they never had God’s written law.

And the Jews, who do have God’s law, will be judged by that law when they fail to obey

Even Unbelievers who do not have God’s written law, show that they know his law when they instinctively obey it, even without having heard it. They demonstrate that God’s law is written in their hearts, for their own conscience and thoughts either accuse them or tell them they are doing right.

And this is the message I proclaim—that the day is coming when God, through Christ Jesus, will judge everyone’s secret life. (Romans 2)

I recall as a kid hearing a conversation among adults and they were discussing someone who had said or done something really inappropriate. One guy said "well you got to cut him some slack, he was just drunk". Another guy said "no, booze only lowers inhibitions and makes a man act how he really is".

If he usually has a lot of self-control, booze can change this.
I don´t know which characteristics of a person you count as what he "really is" and which you don´t.

I suppose it could be a mixed bag, also. The same person could in the same evening say something they wouldn't otherwise, and really mean it, and also say something which is just drunken goofiness that they really don't mean.

You don´t even need to be drunk for that.

I guess the Holy Spirit doesn't bother to tell the sociopaths who are Christian (not that all sociopaths are Christian) that other human lives have value then.

If a sociopath truly does not know right from wrong, God being good and just, would judge a sociopath justly and righteously, for the sociopath is mentally ill.

Ah, but sociopaths aren't incapable of learning moral behaviors, they just need to be strongly taught them by their parents and peers. Humans have genetic inclinations to imitate behaviors they observe as being socially beneficial from an early age because we are a social species. Sociopaths won't perform these observations on their own however and the importance of morals must be taught to them directly rather than by observation. However, if one has no people which to observe, it doesn't matter what tendencies that person has, they won't have much of a sense of morality.

All social species exhibit behaviors that benefit the group as a whole, and condemn behaviors that promote group destruction. Non social species don't have such behaviors.
