Before Donald Trump even came into power, being able to become a citizen of the U.S had specific requirements. Therefore not all persons who wanted to become a U.S citizen would be able to legally do so. And for those persons who were determine to come into the U.S or any other country without legal authorization, they would be committing a crime and was eventually sent back to their home country.
One of the options available to become a legal citizen of the U.S is for "Individuals with Extraordinary Ability or Achievement." This therefore meant that not all persons would meet this requirement, only a certain group of people, such as athletes, singers etc would meet this requirement. Today by Democrats standards this would be itself considered unfair and discriminatory.
To get a visa to come to the U.S before Trump one has to have a certain amount of money, to prove that one could take care of themselves while in the U.S.
Additionally, before Donald Trump came into power, when one wishes to become a U.S citizen one's finances is also considered, this happens in many other first world countries . For example, in the U.S someone could be ineligible for citizenship if they are deemed to be a public charge or if they are unable to properly fund their stay.

It is also a fact unfortunately, that some countries have serious financial, economic, and crime issues which includes Jamaica. This has a negative effect on immigration. Before Donald Trump became President, an example of this is the fact is that gangs from Jamaica and elsewhere moved to other countries such as the U.S, Canada, where they continue to expand their illegal activities. This has continued to contribute to the high murder rate in Jamaica.
Before Donald Trump, as a result countries have reduced the amount of Jamaican visas they are willing to give Jamaicans.
