The story of Noah is a teaching story to illustrate that God hates sin, and sinning has consequences.
I don't think it's a good idea to see an earthquake and say, "Look! Good is judging them!"
I remember when I was younger there was a case of tornado weather, and the Christians in a certain town had gathered in their church to pray. When the tornado came, it touched down on their church, killing many of them, leaving all the shops and homes around it untouched.
