In the story he discusses how he going to kill them using drought, sword or famine but a few verses later says they if they repent Israel will be restored. Did he actually act out those punished or not?

Not Yet! But Soon! Upon Jesus' Second Coming. When Jesus was to Restore the Kingdom of Israel, was the big question the Apostles wanted to know from Jesus, right before He ascended into heaven.
Isaiah tells us, that though Israel grows to become 'like the sands of the sea', only very few will survive Jesus Second Coming, when Jesus Comes to Rule the world, and thus, Restore Israel.
It is Joseph's son Ephraim, who is the last to receive the 'Blessing of Abraham'. Because Jacob's sons from other mothers, tried to murder Rachael's son, Joseph; Jacob bypassed his Twelve Tribes/Sons, and placed the Blessing of Abraham on his wife Rachael's grandson Ephraim. Doing so, now the whole blessing of myriads of descendants would flow through his beloved, deceased, wife Rachael. Judah's descendants, the Jews of today, were bypassed by the blessing.
Ephraim's descendants grew to become so massive, they did not fit on one twelfth of the Promised Land. After king Solomon, The House of Judah and the House of Israel, split into two kingdoms. Ephraim's descendants, bearing the Blessing of Abraham simply took over the House of Israel. The House of Israel/Ephraim fell in 722 B.C. and they were ripped out of the Promised Land, scattered to the world, and lost in the masses, by God, due to their massive sins.
The House of Judah fell 135 later, but to retain Jesus' lineage to king David, they did not loose their lineage. We know who the Jews are today, not so with the lost myriads of Ephraim's descendants on earth today.
Ephraim's myriads of descendants, lost in the masses today, are going to take the brunt of God's wrath, upon Jesus' Second Coming. Isaiah says they will be 'consumed, soul and body'. If you are wondering who Ephraim's myriads of descendants are today; the Blessing of Abraham, which he and his descendants alone, received, is: Myriads of descendants, will grow to become a multitude of nations bearing world dominant power, and will have great wealth. And, of course, they will look a great deal like the Jewish race.

Mark what I say! Many will come from the east and the west and will find a place at the banquet in the kingdom of God with Abraham, Isaac, and Jacob, while the natural heirs of the kingdom will be driven out into the dark, Wailing will be heard there, and the grinding of teeth.

He dispatched his servants to summon the invited guests to the feast, but they refused to come.
