Does Everyone Know What Baseline Budgeting Is?

Does everyone out there know what baseline budgeting is that the federal government operates under? Look it up, Baseline Budgeting, if you don't believe what I am about to say.
When the government passes a ten year budget. They project the cost of various dept like Medicare, the Military, Welfare, Housing, SSI. for those next ten years. Typically the average projection for a dept like medicare is around 7% more spending every single year. That is what they project and that is why the government automatically spends more every single year.

Now along comes a Republican/s who want to cut spending. With the exception military spending, which faces actual real cuts from Democrats only to be restored when there is a Republican president. To my knowledge there has never been a real cut to an actual budgetary item like medicare in the last 40 years. The "cut" that a Republican or Republicans want to make is just to the projected spending increase for the next years. In other worlds they want to cut the automatic 8% increase next year to 3-4%. This is called a budget cut in Washington and it is a total lie because nothing is actual cut. Spending is only allowed to automatically increase 3-4% instead of 7-8%. For this, Republicans are subjected to being called Nazi's white supremacists, haters and murders of "the children" and senior citizens. Heartless people who want Grandma to eat dogfood instead of going without necessary medication by Democrats and fake media.

This fake Washington speak automatic yearly increases in budgetary items is why we have trillion dollar deficits. In the mid 1990's a conservative led Republican congress forced Bill Clinton to sign a budget with baseline projected spending increases of only 3-4 % per year down from 8% per year that had been going on since Bush seniors presidency. Clinton shut the government down for months and Republicans were treated exactly as you see today by media and the Democrats. NAZI's heartless, white supremacists....etc etc. But they held fast and Clinton was forced to sign their budget. Within a couple years the federal government had, at least on paper, a few years of the fist balanced budget in almost the whole 20th century.

So when you hear about "cuts" in the federal budget. Know first it's a lie. Won't happen until heaven comes. But think about the morality and sanity of a party and media that calls Trump and Republicans NAZI's and white supremacists and heartless child killers when there is not actual cut in spending but a budget that only allows a dept to spend 3% more next year than this year rather than 8% more. Should you really be voting for a party that acts like that? it's coming, especially if there is a red wave this November.
