Clearly there is a Kingdom of God operating at the same time that the children of the devil are operating. This is consistent with the "all ready but not yet" eschatology that Paul explained in his epistles.

I don’t think they rule disciples of Jesus (“Christian”) and perhaps Christians don’t rule world, because they are in a way not part of the world really.

If you were of the world, the world would love its own. But because you are not of the world, since I chose you out of the world, therefore the world hates you.

Liars are defined by scriptures as "children of the devil".
