They are masturbating in public, as psychologists have confirmed that young children touch, but they also don't understand any of it. All they know is that it feels good and/or it helps them get to sleep. With these children being 2, generally it is best to try to explain to the children that that activity is something to do at home when other people aren't looking (or rather perhaps have the parents talk to them about it). But if you haven't had any success in trying to get them to stop, it's better to just let it be. They tend to grow out of it as they get older. If you don't believe me, do some searches on the web for reliable websites (medical and etc) on this stuff, and you will see what I'm talking about.
Also, you might try to find out if anything has been emotionally upsetting these children, as part of it could be the kids might be trying to deal with stress that is happening at home (seeing parents arguing or etc) or other kinds of emotional unrest. If the kids feel at peace and calm, they might be less likely to do it.
