There's a lot more to it than the over-simplified "fail to repent for everything and you go to hell" formula.
Just because an Israelite went to his forefathers, does not mean that one is in Heaven. Many of them are in Hades, condemned and awaiting the Great White Throne to come. The faithful saints of the OT are in Heaven. It is not profitable to speculate about what we are not told.
What makes you think Saul may have gone to heaven?
I think that he went to wherever Old Testament Jews went when they died. I know this: none of them perfectly obeyed the Law and none of them knew Jesus as their Lord and Savior. So, by the American Christian standard, they are all burning in Hell right now. But, they the Evangelical standard that Jews are special, they probably are in Heaven right now.
The thing is that it doesn't matter to us. We live in AD. We're not Jews. We have Jesus, his sacrifice and his perfect life. I worry more about people living now than people who lived thousands of years ago. Their fate is settled. Our neighbors' fates are still being decided (unless you're Calvinist and then their fates are settled too).

I don't think he went to heaven.
I don't think he went to hell.
I do know that it doesn't matter to us one bit because we live in a different era, under a different covenant. We have a Savior and a Great Counselor that he did not have.
People went to heaven and hell in the Old Covenant. How else do you explain Jesus taking the souls of the OT saints to heaven?
I'm not saying that they didn't. I'm saying that no one on this board lived in a time before the Holy Spirit was given to us and that trying to create a formula for who went to hell (i.e. if he did this, he went to hell) is non-productive and possibly a means of deceiving people today.
How do you know there was no formula for who went to heaven back then? The Old Testament saints went to heaven because they trusted in the coming messiah.
OK. What is the formula? I assume that you have found it in the bible and can show the scripture to prove it.
